Paul B. Shimomoto is a partner in the Honolulu law firm of Goodsill Anderson Quinn & Stifel.  He is licensed to practice law in Hawaii and the District of Columbia.  Paul is rated “AV Preeminent” by Martindale-Hubbell.   In 2013, 2016 and 2017, he was honored as a “Top Rated Lawyer” in Insurance Law by the American Lawyer, National Law Journal and Corporate Counsel Magazines.

Paul is experienced in general business law, insurance and insurance regulatory matters.  Since 2000, his practice has primarily focused on the formation and ongoing representation of captive insurance companies of all types and varieties (including single-parent captives, cell captives and risk retention groups).  He also provides legal advice and consultation to  insurance companies that are admitted in the State of Hawaii.  Among other things, Paul handles new business formations, conversions, mergers, complex liquidations, reinsurance and reinsurance trust transactions, commutations and novations, policy drafting and redomestications for his clients.  He has also written numerous articles and lectured on Hawaii captive insurance matters and issues across the country and internationally.  Paul serves as the Industry Liaison and the Marketing Committee Chair of the Hawaii Captive Insurance Council.

Paul provides legal advice and consultation to many domestic and international companies located throughout the US and Japan. His clients include, Fortune 100, Fortune 500 and privately-held companies as well as nonprofit organizations in varying industries.
