Mr. Spencer was born in Glasgow Montana and raised in Great Falls. He attended the University of Montana for his undergraduate degree and obtained his JD from the University of Oregon. He lives in Helena with his wife and two sons. Mr. Spencer is a solo practitioner. His practice areas emphasize, insurance regulation, governmental relations, creditors rights, commercial law, insurance law, and health care law. He is a past president of the State Bar of Montana. Mr. Spencer is Member of the State Bar of Montana, ABA, Federation of Regulatory Counsel, and ACA International.
