As head of Funk & Bolton’s insurance regulation practice group, Ms. Tundermann represents insurers, health maintenance organizations, nonprofit health service plans and reinsurers on regulatory and compliance issues before the Maryland Insurance Administration and state insurance departments throughout the United States. She also serves as Maryland regulatory counsel in business transactions, including mergers, acquisitions, conversions and reorganizations of insurance companies, nonprofit health service plans and insurance holding companies, and in complex financing transactions involving insurance products.  Ms. Tundermann has been rated AV Preeminent® by her peers through Martindale-Hubbell.

Ms. Tundermann joined Funk & Bolton as an associate in 1998, became a member of the firm in 2000, and has headed the firm’s insurance regulation practice group since 2001.

Ms. Tundermann began her legal career on the side of the regulator, employed as an attorney in the Office of the Attorney General of Maryland representing the Maryland Insurance Administration. In 1997 she was appointed an Assistant Attorney General.

While an Assistant Attorney General, Ms. Tundermann was primarily responsible for advice and counsel to the Maryland Insurance Administration in matters of financial examination and auditing, mergers and acquisitions, licensing, demutualizations, dissolutions, taxation and receivership and insolvency. Ms. Tundermann also gave advice to the Insurance Commissioner and hearing officers on a variety of regulatory issues affecting the life and health and property and casualty insurance industries and drafted and reviewed legislation and regulations establishing and implementing insurance regulatory policy in Maryland. This broad public-sector experience enabled Ms. Tundermann to bring the perspective of an insurance regulator to the issues confronting the firm’s clients when she joined Funk & Bolton in 1998.

During her tenure at Funk & Bolton, Ms. Tundermann has provided advice on a wide variety of financial and operational matters.  Through her work on financial exams, market conduct exams, form and rate issues, licensing issues, and various Holding Company Act matters, Ms. Tundermann uses her regulatory experience, both in and out of the insurance department, to assist carriers with complex issues of insurance law and regulatory position. Known for finding creative solutions for conflicts between the industry and its regulators, Ms. Tundermann has enhanced the Funk & Bolton tradition of viewing regulation, litigation, and government relations as a continuum of tools to be used to support the goals of the firm’s clients.

Ms. Tundermann has greatly expanded the transactional practice at Funk & Bolton.  In addition to a wide variety of stock purchase, asset purchase, and assumption reinsurance transactions in Maryland and other states, Ms. Tundermann has closed a handful of unique transactions in Maryland, including the only non-profit conversion under Title 6.5 of the State Government Article and the only conversion of a reciprocal to a stock insurer, and she participated in the only formation of a mutual insurance holding company.

Ms. Tundermann has been a member of the Federation of Regulatory Counsel since 2006.
