Timothy J. Parker, a principal, served for many years as president of Carney Badley Spellman and as head of the Litigation Section.

Mr. Parker’s practice focuses on representing insureds, insurance carriers, health carriers and providers in regulatory disputes and litigation. He has represented carriers and producers in arbitrations and mediations involving excess insurance, reinsurance, retrospective rating and producer commissions. He has represented 501(c)3 organizations in reimbursement disputes involving claim reporting, aggregate claim payment and eligibility and capitation reconciliation. He has acted as primary counsel in many class actions defending matters involving health care service contractors, insurers and insurance industry entities. Matters have included negotiated rate disputes, benefit designs, coverage differential, reimbursement practices, provider mandate actions and wrongful premiums. He has also handled many bad faith claims and subrogation matters.

Mr. Parker has handled a variety of administrative cases before state agencies, including Form A hearings, rate and form filings and enforcement actions initiated by the Office of the Insurance Commissioner and the Department of Financial Institutions.

Other experience includes:
•	representing insurers and producers in OIC market conduct and financial exams, auditing and enforcement actions;
•	representing health care carriers in mergers and acquisitions, Form A hearings; and
•	representing health care service contractors and insurance companies in matters involving premium rates, coverage issues and policy holder complaints.
Mr. Parker is a member of the American College of Trial Lawyers and the American Board of Trial Advocates. He has tried numerous bench and jury cases in state and federal courts. He has served as a Washington State Bar Association Disciplinary Hearing Officer 2005 - present.
Mr. Parker has been an invited speaker at numerous Continuing Legal Education and insurance industry seminars on the topics of discovery rules, legislative developments, and class action defense.

Honors and Recognitions
Mr. Parker has been named by Washington Super Lawyers magazine as one of the top attorneys in the state for each of the last thirteen years, including 2016 and in the Super Lawyers Business Edition in 2013 and 2014. He was recognized by Seattle Metropolitan Magazine as one of King County’s “Top Lawyers” in 2010, 2014-2016.  Seattle Metropolitan Magazine culled their list using the Martindale-Hubbell® ratings. Mr. Parker has been awarded an “AV” Preeminent rating by Martindale-Hubbell®. This rating is given to attorneys who demonstrate the highest ethical standards and professional ability. In addition, AVVO has given Mr. Parker a rating of 10 out of 10.
