Charles R. Cohen served as Arizona Commissioner of Insurance from 1998 – 2003.  His practice emphasizes regulation, business and corporate matters within the insurance industry, administrative law, captive insurer formations and business, and litigation consulting and expert witness services in appropriate matters.

Mr. Cohen’s practice includes all aspects of insurance regulation, including market conduct and financial examinations and regulation, rate and policy form matters, corporate and financial transactions, reinsurance approvals and disputes, state health insurance compliance, insurer and insurance professional licensing, insurance producer investigations and disciplinary matters, insurance fraud investigations, and captive insurer formation, licensing and business.

Prior to engaging in private practice, Mr. Cohen had a distinguished career as a public lawyer and public official in Arizona insurance regulation.  He served as an Assistant Attorney General from 1987 to 1992, serving as legal counsel to the Arizona Department of Insurance, the State Banking Department, and the Arizona Department of Real Estate. He joined the Arizona Department of Insurance in 1992 as Assistant Deputy Receiver. From 1993 to 1995 he served as the agency’s Executive Assistant Director for Legal Affairs.  From 1995 to 1998, he served as the agency’s Deputy Director. He then was twice appointed by Arizona’s Governor to serve as Arizona Director of Insurance from 1998 to 2003. Since 2004, he has been engaged in the private practice of law.
